The Meridian Commonwealth Charter
The Meridian Commonwealth Charter establishes the constitutional structure of The Pacifica, including sovereignty, the Meridian, the Assembly, the Maritime Chancellor, Ministers of State, the Judiciary, membership, and amendments.

Preamble
We, the sovereign nations of The Pacifica, united across a shared horizon, establish this Constitution to secure stability, promote cooperation, and ensure orderly governance within our region.
In calm waters and shifting tides alike, we affirm our commitment to continuity, deliberation, and mutual respect.
Article I — Sovereignty
1. Each member nation of The Pacifica retains full and independent sovereignty.
2. Nothing within this Constitution shall supersede the internal governance of any member nation.
3. Membership in The Pacifica is voluntary.
Article II — The Meridian
Section 1 — Status
1. The Meridian shall serve as the ceremonial Head of State of The Pacifica.
2. The office shall symbolize regional unity and constitutional continuity.
3. The Meridian shall not direct policy, administer governance, or exercise executive authority beyond the limited constitutional functions granted herein.
4. The Meridian is the senior-most position of The Pacifica. The Meridian controls the Pacifica Governor nation, or their nation may occupy the regional governorship if they deem it appropriate. They are expected to handle all game-side appointments, implementation of laws passed by the Assembly, and executive orders issued by the Maritime Chancellor.
Section 2 — The Meridian Conclave
1. Upon vacancy of the Office of the Meridian, the Assembly shall convene in special session known as the Meridian Conclave for the purpose of selecting a new Meridian.
2. Only nations that have served as members of the Assembly for at least six (6) consecutive months shall be eligible for nomination and selection.
3. Members of the Assembly may nominate eligible candidates from among their own membership.
4. The Assembly shall conduct successive rounds of voting until a candidate receives a two-thirds (2/3) majority of votes cast. The Speaker of the Assembly shall act as the Chair.
5. Upon receiving the required majority, the selected nation shall immediately assume the Office of the Meridian.
6. The newly selected Meridian shall resign their seat in the Assembly and from any other regional offices or positions they may hold upon assuming the office.
Section 3 — Functions
The Meridian may:
1. Issue ceremonial proclamations.
2. Recognize significant regional milestones.
3. Welcome new member nations.
4. Grant letters of acceptance for Pacifica Ambassadors and Regional Ambassadors from other regions.
5. Represent The Pacifica in an honorary capacity at regional and interregional engagements.
6. Submit proposals for pardon, commutation of sentence, or reprieve. The Assembly shall hold hearings on any such submission. Approval shall require a two-thirds (2/3) vote of the Assembly.
7. In a genuine regional emergency, such as a raid, coup attempt, or security crisis, the Meridian may issue a temporary Emergency Proclamation lasting no more than seventy-two (72) hours. The Proclamation must be immediately presented to the Assembly with a written justification. The Assembly may modify, extend, or revoke it at any time by simple majority vote. It may not suspend the Bill of Rights, permanently alter the Constitution, or remove elected officials. All actions taken shall be reported to the Assembly once the emergency ends.
Assent and Veto
1. The Meridian shall have the authority to grant assent to legislation duly passed by the Assembly. Upon assent, the measure shall enter into force.
2. The Meridian may veto a measure by issuing a written statement outlining the constitutional or legal grounds for such veto.
3. A vetoed measure may be reconsidered by the Assembly. The veto may be overridden by a two-thirds (2/3) vote of the Assembly.
Section 4 — Limitations
The Meridian shall not:
1. Vote in the Assembly.
2. Preside over legislative debate.
3. Exercise any executive authority that is not granted to the office of the Meridian.
4. Hold any other office in the region of Pacifica while serving as the Meridian.
Article III — The Assembly
Section 1 — Authority
1. Legislative authority within The Pacifica shall be vested in the Assembly.
2. All member nations may participate equally in debate and voting.
3. Members of the Assembly shall elect a Speaker of the Assembly every four (4) months.
Section 2 — Powers
The Assembly shall:
1. Debate and pass regional measures.
2. Elect the Maritime Chancellor.
3. Amend this Constitution.
4. Establish procedural rules.
5. Admit new member nations.
Article IV — The Maritime Chancellor
Section 1 — Status
1. Executive authority shall be vested in the Maritime Chancellor.
2. The Maritime Chancellor shall serve as Head of Government.
Section 2 — Election and Term
1. The Maritime Chancellor shall be elected by the Assembly.
2. The term of office shall be four (4) months.
3. The Maritime Chancellor may be removed by majority vote of the Assembly.
Section 3 — Responsibilities
The Maritime Chancellor shall:
1. Execute legislation passed by the Assembly.
2. Oversee regional administration.
3. Represent The Pacifica in diplomatic matters.
4. Appoint Ministers of State.
5. Be recognized as the commander in chief for protecting regional sovereignty and security.
6. Issue executive orders necessary for the administration and execution of laws duly enacted by the Assembly, provided such orders do not conflict with this Constitution or any statute in force.
7. Oversee and coordinate the activities of all Ministers of State.
8. Promote regional growth, recruitment, and community engagement initiatives.
Section 4 — Limitations
The Maritime Chancellor shall not:
1. Veto Assembly legislation.
2. Dissolve the Assembly.
3. Interfere with the Office of the Meridian.
Article V — Ministers of State
1. The Maritime Chancellor may appoint Ministers of State independently for the duration of their term.
2. Ministers shall serve at the pleasure of the Maritime Chancellor and shall vacate office upon the expiration of the Chancellor’s term unless reappointed.
3. The Maritime Chancellor must publicly rank their Ministers of State to create a line of succession.
The portfolios shall include:
1. Minister of State for Foreign Affairs.
2. Minister of State for Domestic Affairs.
3. Minister of State for Cultural Affairs.
4. Minister of State for World Assembly Affairs.
5. Minister of State for Judicial Affairs.
Additional portfolios may be established by the Assembly.
Article VI — The Judiciary
Section 1 — Establishment
1. Judicial authority shall be vested in the Commonwealth Tribunal.
2. The Tribunal shall interpret this Constitution, the Bill of Rights, and laws enacted by the Assembly.
3. The Tribunal shall be vested to hear all criminal proceedings brought forth.
Section 2 — Composition
1. The Commonwealth Tribunal shall consist of three (3) Justices.
2. The senior-most Justice shall serve as Chief Justice.
3. Justices shall be appointed by the Maritime Chancellor and confirmed by majority vote of the Assembly.
4. Justices shall serve for a term of eight (8) months and may be reappointed once.
Article VII — Membership
1. Admission of new member nations shall require approval by the Assembly.
2. Membership is voluntary and may be withdrawn at any time.
3. Citizenship is granted by the Minister of State for Domestic Affairs and may include additional requirements.
Article VIII — Amendments
This Constitution may be amended by a three-fourths (3/4) vote of the Assembly.
