This is the public-facing record of the passed act.

We Hold These Rights

The following rights and principles shall govern all member nations of The Pacifica and shall be upheld by every branch of government.

1. Equality and Sovereignty

All member nations are equal in standing within The Pacifica, and their sovereignty shall be respected.

2. Citizenship

Citizenship is defined as an individual nation residing in The Pacifica that has submitted an approved citizenship application, passed a background check, and meets all reasonable requirements set by the regional government.

3. Right to Participate

Each nation granted full regional citizenship has the right to participate in Assembly debate and cast one vote in all regional elections and referenda.

4. Protection from Exclusion

No nation may be excluded from civic participation except under established law.

5. Freedom of Expression

Nations may freely express their views within regional spaces, provided they follow regional rules.

6. Protection from Penalty for Disagreement

No nation shall be penalized for lawful disagreement.

7. Due Process

No disciplinary action shall be taken without valid cause, and any sanction must be publicly justified under regional law. Nations have the right to respond to actions taken against them.

8. Transparency and Accountability

Legislative votes shall be recorded and executive actions shall remain transparent. Governance shall remain accountable to the citizenry.

9. Limits on Power

No officeholder may exercise powers beyond those granted by the Constitution, and emergency authority shall not override these rights.

10. Freedom of Movement

Membership in The Pacifica is voluntary, and any nation may depart freely without penalty.

11. Definition of Treason

Treason against The Pacifica shall consist only of deliberate acts intended to undermine, overthrow, or unlawfully seize the constitutional order or security of the region.

Acts constituting treason shall be limited to:

a. Knowingly participating in or assisting a raid, coup, or unlawful transfer of regional control;

b. Attempting to overthrow or subvert the constitutional government of The Pacifica by unlawful means;

c. Providing material support or coordination to external actors with the intent to harm the region’s stability or sovereignty.

Treason shall not include lawful political opposition, criticism of the government, or participation in elections or debate. No nation shall be charged with treason without clear and convincing evidence, and all accused nations shall be entitled to full due process under regional law.

12. The World Assembly Delegate

The World Assembly Delegate is recognized as the region’s Ambassador to the World Assembly. All nations in the World Assembly, who reside here for at least 30 days, shall have a say who the World Assembly Delegate is.

If someone wishes to seek the office, they must have at least 50% of the amount of endorsements as the current World Assembly Delegate. That said nation must declare their intentions on the regional messaging board.
